As President, CEO, and owner of Jefferson Consulting Group, Julie Susman is an expert in business development, government relations, and government procurement, with a focus on health care, information technology, and improving how the government buys.
As a senior business executive and savvy Washington insider, Ms. Susman provides government and industry clients with high-level consultation and advice on how to improve and streamline government missions and operations, including how industry clients can enter or expand their federal business. She specializes in federal health care programs, including veterans' and military health care, and Medicare and Medicaid programs. She is a nationally recognized expert in veterans' issues, programs and operations. Ms. Susman works with congressional staffs, Members of Congress, and Agency officials regarding federal government programs on how best to accomplish statutory missions and to create successful public private partnerships.
Ms. Susman created this unique Washington business consulting practice that marries knowledge of specific markets, specific understanding of procurement rules and how to bid and win government contracts, with her experiences as a Capitol Hill staffer, and her deep understanding of how Washington works.
From 1988 to 1998, Ms. Susman was a senior executive, shareholder and a member of the Board of Directors of The Jefferson Group, the predecessor company to Jefferson Consulting Group. Prior to this, Ms. Susman managed the Washington operations of McDonnell Douglas' Health Information Systems Company. She was responsible for strategic planning, federal marketing, business development, congressional advocacy, proposal development, and contract negotiations for the Departments of Veteran Affairs (VA) and Defense. Prior to that, she served as Deputy Staff Director, Legislative Director, and Deputy Chief Counsel to the U.S. Senate Veterans' Affairs Committee.
She began her work with veterans as a counselor at the Navy's Counseling and Assistance Center, providing group and individual counseling sessions to active duty personnel who had served in Vietnam. Since then she has continuously worked with VA policy makers and program officials to improve and streamline VA programs to benefit veterans, and is a known and trusted industry partner by VA and the veterans' service organizations because of her decades of work and dedication to veterans' issues, programs and policies.
Ms. Susman is a Board member of the Professional Services Council (PSC) and is the chair of the Health Affairs Division of the National Defense Industrial Association (NDIA).
Ms. Susman received a master's degree in psychological counseling from The George Washington University and completed graduate work in human development at the University of Maryland. She received a bachelor's degree from Sarah Lawrence College.
