PERFORMANCE-BASED SERVICE CONTRACTING FOR PUBLIC HOUSING AGENCIES

Government agencies and private industry are looking to Performance-Based Service Contracting (PBSC) to ensure greater success in meeting business objectives.

PBSC focuses on developing contracts that define desired results, meaningful performance standards and practical measurement methods. A more collaborative contracting method, PBSC results in more effective contracts and vendor relationships, with risks and rewards shared through incentives and disincentives.

PBSC is a useful tool for Public Housing Agencies (PHAs) that are accountable to HUD, state and local government and residents for meeting critical performance requirements. There is an increasing reliance on contractors to perform essential PHA functions, and the types of services PHAs typically procure lend themselves to performance-based treatment.

Jefferson Solutions' PBSC training course is geared to help PHAs introduce the concept into their operations by offering:

  • A highly interactive learning process, tailored to both program and contracting officials
  • A thorough introduction to basic PBSC concepts and methodology
  • PHA-specific discussions of applicability and challenges of implementing PBSC
  • Real-life application exercises using actual PHA requirements as examples, facilitated by Jefferson Solutions training professionals
This course was developed by Solutions President, Dr. Allan Burman, former Administrator of the Office of Federal Procurement Policy (OFPP) and Craig Durkin, former Director of HUD's Procurement Office.

Although this is a new course designed specifically for PHAs, Jefferson Solutions has trained hundreds of federal agency employees on PBSC since 1997. Participants report the following results:

  • Thorough understanding of the fundamental techniques of performance-based service contracting
  • Ability to determine when PBSC is relevant and appropriate
  • Skills to immediately develop and implement performance-based requirements, statements of work, solicitations and monitoring methods

  • On-site training at the PHA
  • Up to 20 participants
  • Workbooks with reference materials for each participant
Two Course options:
  • Three-hour training course*
  • Three-hour training course plus 1/2 day technical consulting session on a PHA-specific requirement*
