Millennium Challenge Corporation: Procurement Systems Assessments
- BPA, October 2004 – September 2009
- Contract Number: MCC-05-0011-CFO
- Scope: Assess the proposed procurement practices and systems of foreign countries eligible to receive MCC assistance for the purpose of reducing poverty and stimulating economic growth. This includes reviewing previous assessments conducted by other donors, determining whether any deficiencies exist, and making recommendations as to whether the proposed procurement system should be accepted by the MCC.
Department of Education: Acquisition Management Support

- Scope: Assist the Office of the Chief Information Officer in refining its acquisition lifecycle process to manage IT initiatives in a more streamlined and efficient manner by developing strategies for acquisition management, including templates for acquisition plans, Performance Work Statements, Quality Assurance Plans (QAP), and Source Selection Plans. Convert existing Statements of Work (SOW) into performance-based SOWs, which includes developing QAPs, cost estimates, and evaluation criteria.

- Contract Number: S-LMAQM-03-A-0030
- Scope: Provide Performance-Based Acquisition expertise and technical assistance to program offices in support of IT, diplomatic security, and consular affairs, to include developing Statements of Objectives, Performance Work Statements, Quality Assurance Plans, and providing performance-based acquisition training to acquisition, requisition, and contract administrator personnel.
